The Municipality of Lisbon’s internship program operates under the Lisbon Municipality Internship Regulation (REML) and offers three distinct types of internships, each serving different educational and professional development purposes.
Types of Internships
Professional Training Internships (EFP)
These internships are designed to bridge the gap between education and employment. They serve multiple important purposes:
- Support the transition from qualification systems to the job market
- Enhance and refine previously acquired skills through practical workplace experience
- Facilitate job placement for young people
- Aid in professional reconversion for unemployed individuals
- Combine theoretical training with hands-on workplace experience
Professional Qualification Internships (EH)
These specialized internships are created for those seeking professional certification in regulated fields:
- Fulfill additional specific requirements for professional titles
- Comply with Professional Orders or Public Professional Association requirements
- Align with municipal strategic objectives
- Subject to municipal service availability to host interns
Curricular Internships (EC)
These are mandatory internships required for completing professional or higher education courses. They provide essential practical experience within the academic curriculum.
Duration and Conditions
- Maximum duration of 12 months for standard internships
- Different conditions apply for professional enhancement internships outside the REML framework
Professional Enhancement Internships
These special internships operate outside the standard municipal regulation and offer:
- Real-world work experience
- Professional learning opportunities
- Maximum duration of 3 months
Key Requirements
- Personal accident insurance coverage (mandatory)
- Municipal service approval of proposed internship project
- Duration agreement between parties (max 3 months)
- Supervision by an assigned municipal tutor (preferably from the same field)
- Non-remunerated position with no future employment guarantees
- Flexible scheduling without standard working hours
- Work arrangements determined by intern and supervisor agreement
Rights and Responsibilities
Intern Rights
- Receive an official internship certificate upon completion
- Access to municipal cafeterias
- Participate in professional training activities during the internship period
Intern Obligations
- Maintain professional conduct and respect
- Preserve confidentiality of information accessed during internship

Eligibility Requirements
Candidates must be either:
- Portuguese nationals
- EU citizens with:
- Recognized academic degrees
- Valid residency rights
- Non-EU nationals with:
- Recognized academic qualifications from national educational institutions
- Valid Portuguese residency permit
Application Notes
- Applications remain valid for one year in the municipal database
- Generally limited to one application per candidate
- Exception: Multiple applications allowed for curricular internships if candidate holds multiple degrees
International Internships – Erasmus+
The Municipality of Lisbon participates in the Erasmus+ mobility program, which has been operating since 1987. As a partner in the Erasmus Al Sud Consortium since 2011, the municipality:
- Facilitates international student mobility
- Helps contextualize academic knowledge through practical experience
- Participates in a network including universities from Algarve, Évora, and Lisboa
- Supports both learning mobility and staff training opportunities
- Contributes to international cooperation and network building
